3 Year Non Immigrant Visa

I just took a peek at the Thai embassy website for Vientienne and see they state a cost of 10,000 bht for a 3 year non immigrant visa.

Does anyone know what type of non Imm visa this is, is there a 3 yr non imm "O" available?

Sorry to add - It looks like there is no Non-immigrant O visa which is valid for 3 years
