Designer, If you are talking of a Thai child and mean a bog standard Thai school, which teaches English, - they all do, though not well. However, they don't or wont usually teach Thai to someone who doesn't already know the language.
If you are talking of a child who is not or doesn't speak Thai, then there is a private school in NK which teaches both, - St Paul's - about which there are very mixed reviews. Your research on the Udon Forum should have provided best input to date on that school. BKK Stan on that forum has personal experience of that school. Essentially it is an expensive school aimed more at Hi-So Thais, with very large classes and not very good standards of teaching.
If you will be living in or close to Udon, - I would strongly suggest that St Mary's or Don Bosco would be your best options, though the child will really need to speak/understand Thai. If you will be living in Nong Khai, - St Pauls will likely be your only option, unless you want to travel to Udon daily.
