I don't know of any great quality vehicle rental places in Nong Khai, many of the smaller Thai places skimp on insurance, so drive at your peril. The bigger companies in Udon like Lek Car Rental (http://www.lekcarrentaludonthani.com/) and Thai Rent a car (http://www.thairentacar.com) are much better options imo.
