It would be nice if there was a viable market for condos in Udon, but I'd guess there really isn't, otherwise people would be building them.
While a foreigner can own a condo the complex still must have more than 1/2 ownership by Thais. There may be some foreigners who would be willing to buy a condo in Udon, but there probably aren't many Thai's who would be willing to buy one.
I would caution anyone against putting up ANY money prior to a unit ready to be occupied. There are numerous failed condo projects throughout the country and getting any money back can be nearly impossible.
There are many moobans in and around Udon where a house can be purchased for a premium over what can be had outside of a mooban.
