There are programs ... I know of one that is part of Corel PHOTOPAINT that reduces files sizes by eliminating pixels in each frame. The reduction of those pixels are difficult to recognize with the naked eye.

Try Image Ready, redude the colours and optimize it.

Reduced to 90x100 and the number of colors from 256 to 4 colors. 4.8k.
The image above is moving with a 0.2 second frame delay. When I first made this post, the image didn't seem to be moving for some reason. Here is the direct link:
