If you are using Windows XP then you click Start button (bottom left hand side of screen), then Control Panel icon, which should be about half way up on the right hand side. When the control panel window opens then you want the Regional and Language Options icon - the icons will be in alphabetical order.
In my (UK) version of windows I can't see a Thai language, but I guess that there is one in the version sold in thailand. Anyway, you just need to convert anything that says Thai to English (in UK we get a choice of UK English, or American English, so I guess Mr. Gates realises that there is a difference!!)
If that doesn't work then I think it all gets a little more complex......but post if it doesn't..

ans: Yes, the system language can be set for each user independently in system prefs/international/languages. I should have mentioned that the "some other language" is limited to the 15 which the OS supports, as listed in its tech specs.

* English, Japanese, French, German, Spanish, Italian, Dutch, Swedish, Danish, Norwegian, Finnish, Traditional Chinese, Simplified Chinese, Korean, Brazilian Portuguese
