well I think it time to format your hard drive it seem every thing you tried failed. you can try one last resort put in your Win XP disk & do a repair if that does not work it format time or change the hard drive and install your operating system & see what happens. a point of interest my son monitor was blurry and poor I thought he needed a new monitor we formated the hard drive for another reason and bingo the monitor was back to normal so files & garbage do play a role in your computer performance

Bear,
Format will delete your whole system and you will have to reload the lot. It may well fix your problem if there are two devices trying to use the same IRQ, but if you need to ask how to do it, then you may never get the PC up and working again ever.
Mouse and other hardware are loaded in the Bios (basic input output system) at the beginning of the boot-up (before Windows loads) This Bios does not change when you format the system so, to confuse you even more, a format may not fix your problem.
I sometimes have a glitch with my system where the keyboard /or the hard drive is not picked up during the bios load. It happens when I have powered the whole system down completely (ie turned power to the system off at the power outlet....not just at the pc ) When I power up and then immediately hit the power-on button on the PC is when this occurs.
If I turn the main power on and wait for a minute or so before starting the PC then I have no problems. Also, if leave the power on even when the PC has shut down, then I have no problems either. I suspect a glitch therefore in my power supply which somehow manages to fool the normal "power good" check that the PC does at boot up.
You might have similar problem or you may have a problem in your Bios. This can be checked to see which version you have and then upgraded if it is an older version but if you do not know what a format is then a bios update is out of your range.

Assuming it is a standard PS2 mouse I'm also inclined to believe it is a BIOS issue. You can look up BIOS to familiarise yourself with it here: http://computer.howstuffworks.com/bios.htm You can get into your BIOS settings on boot up by pressing the Delete or F2 key.

My BIOS has an option to change the boot up speed. I can [Enable] 0r [Disable] fast boot up. I choose fast boot up as I have no boot up issues, however fast boot up bypasses certain processes so if you can do it maybe you can disable fast boot up and your mouse (if PS2) will be recognised during the boot up process.

Edit: Got it wrong 1st time.

Assuming it is a standard PS2 mouse I'm also inclined to believe it is a BIOS issue. You can look up BIOS to familiarise yourself with it here: http://computer.howstuffworks.com/bios.htm You can get into your BIOS settings on boot up by pressing the Delete or F2/F1 key.

As you can see page up/page down keys can change BIOS values. (Enable/Disable.)

My BIOS has an option to change the boot up/POST (Power On Self Test) speed (5th down). I can [Enable] 0r [Disable] quick boot up. I choose quick boot up as I have no boot up issues, however quick boot up bypasses certain processes so if you can do it maybe you can disable quick boot up and your mouse (if PS2) will be recognised during the boot up process.

As far as I am aware, a quick boot bypasses mainly extended memory checks. However, it wouldn't do any harm to disable it. Don't know how much longer boot up would take in this instance as I have never found it necessary to disable, but it couldn't be any more than a few seconds. Just don't think it will fix your problem though.
