Tile it, as long as you dont get the Thai's to choose your tiles it should turn out good. Buy one of those solar powered fountains aswell and hey presto every Thai for miles will be trying to stop the fountain by putting their hands over the solar panel! :?

Standard cement will do the trick(rendered)....worked on mine been going strong for years, no leaks/cracks, tiles are an option..(agree with fussy about choosing your own..lol) but they will only go over the top of the cemented sides/base, so save all the extra just go for a smooth finish on the cement, are you digging one out..?
try the fish supply place, have more than just fish..have pumps/feed/equipment and possibly a liner all @ wattana nuwong road.

No liner,No Tiles, blocks and cement., 4 foot deep in the ground.
