Problems sending emails (Maxnet ADSL)

I've been having problems sending emails via MS Outlook on Maxnet ADSL for several months now, the problem is intermittent, sometimes they send and other times they're rejected via the POP mail server. My host says that it's an ISP problem, probably a faulty IP string on Maxnet ISP.

So then I contacted Maxnet.

Their website is a waste of time unless you can read Thai, I'm unable to change their website language to English and they're not replying to my emails. I called them and gave my number, they said a technician would call me back, that was 4 days ago now. I visited the shop in Udon and all they could do was tell me to call the number that I already called. I've been going around in circles for days now, I think I'd get more response talking to the wall.

Anyway I thought I'd post the problem here just on the off chance others are experiencing the same problems or can offer advise in anyway.

I get the following errors when sending mail from MS Outlook:

Rejected 222.123.76.160 – see http://cbl.abuseat/org
Relaying denied, IP name lookup failed [222.123.14.172]
Rejected 124.157.145.34 – see http://cbl.abuseat/org

I would guess there are IP problems on the Maxnet ISP but telling them that is an impossible mission. :(

I can send via GPRS but because of the amount of emails I'm sending it's a pain to keep switching between the two.
