I use Skype for more than 2 years on a daily base, to Germany and the US. The quality changes all the time. Sometimes I can't hear, sometimes the other, sometimes video is not possible, sometimes everything just works 100%. For the last two weeks Skype used to work very well.

I couldn't use skype for VOIP to a landline in the U.S. a few days ago. It just kept dropping it. Just wait 'till most of the kids are back in school, and they bit rates will go up again. I hope.

marmite I would use the speed test thaivisa or ji.net gives you I don't believe speedtest.net
to be honest I tried all 3 and two came in about the same and speedtest was much higher
BTW i am on satellite now and to be honest it no better than dial up and I have the 2600 baht package
I wish I could get TTT ADSL here in this village I would gladly pay them the 2600 baht. it seems
that they want to get you to pay the big premiums but can not deliver the package some how
that picture does not look good to me

I use Speedtest.net because I can chose where I want to test to, which is important to me as my servers are located outside of Thailand.

I did just test ji-net and came in at 4014/265, which isn't far off speedtest.net (and I also have my torrent client running).

Obviously, I won't be using the ThaiVisa test.
