For example, I am retired from work in UK now and currently on a tourist visa in Thailand. I have not been back to UK for 16 months now, but that does not stop me from being "a resident of the UK". I am entitled to be where ever I like as the holder of a UK passport, I have done nothing to indicate to the UK that I wish to give up residence of the country of my birth.
However, of course, all this is semantics as gambling is illegal in Thailand and so, of course, that would prohibit me of taking part under Thai law, not the laws of the lottery. If, however, I had, for example, purchased a ticket via the internet while on my last visit to Laos then everything would be completely legal & I would be able to claim my 110M.......
